Circle Rates are the government's minimum valuation for property registration. Stamp duty and registration fees are calculated on the higher of the circle rate or the actual sale price. A large gap can increase your upfront transaction costs.

Agricultural land can be a lower-cost, long-term strategic investment, but building is not permitted without conversion to non-agricultural (NA) use. The conversion process requires approval from district authorities and payment of fees, which can be time-consuming and uncertain.
